A 2002 substance abuse report published by the Canadian Centre on Substance Abuse (CCSA) estimated that the overall social cost of substance abuse in Canada was estimated to be $40 billion. This overall estimate results in a cost of $1,267 to every man, woman and child in Canada. Abuse of alcohol and illegal drugs account for approximately 60% of this per-capita cost.
Behind the $40 billion dollar figure is a dramatic toll measured in tens of thousands of deaths resulting from illegal drug use alone. The most obvious contributor to drug-attributed death since 1992 has been the tragic increase in overdoses, particularly in major urban centers such as Vancouver. Studies indicate that these overdose deaths have, at peak times, occurred at rates of more than one per day.
The Vancouver Recovery Club's growth since its inception in 1983 is a direct response to the growing problem of substance abuse in Vancouver, BC.
